She's doing what I think all PR agencies should be doing in front of all their clients - she's consulting on why online PR is important. Simple advice to clients on the advantages of online activity and not over-stating the case either - being honest about the challenges and of course not forgetting 'traditional' media still has its part to play.
If you do this you may not 'sell' much online activity straight away, but when your clients realise the value of online PR they will call you and not another agency. That's got to be worth the effort.
